STATEMENT OF PURPOSE An act of law recognizing that the family was created before any other institution, and that other institutions are far more manmade and less natural than the family. The family is the essential unit upon which a Hosian, democratic, and prosperous society must be organized. The dignity of the family comes from Ariel himself. As Tukarali is a Hosian and Integralist state, it shall recognize the good and order in the natural law. Thus, we accept teaching authority of the Aurorian Church, and what we can see is innately true from nature. Further, a good government supports the family and the openness of families to life, and makes reasonable efforts so that the poor do not suffer unduly within the realm of family life, and that poor parents are able to maintain hold and government over their households, with full abilities to rear their children. Further, recognizing that marriage is the fundamental construction upon which the family is built, we will put limits on civil forces which allow destruction of the family. NOTES (On Article 1: "The state guarantees child benefit to both low-income families and large families.") A large family shall be defined as families with more than five children. with each child beyond five, the amount of child benefit eligibility shall increase. Low-income families shall be defined as all families with at least one parent employed which are below the poverty line. (On Article 2: "Only divorces that comply with religious doctrine are legal.") After the passage of legislation requiring traditional marriage, it will be materially assumed that marriage is a union between a man and a woman. Further, that ordinarily, marriages will be conducted within a religious body, according to the religious laws and community expectations of marriages in the denomination of their matrimony. Therefore, in most Hosian denominations, including the Aurorian Church, which is the religion of the people, an annulment of matrimony from the church will be required to proceed with a civil divorce, and proof thereof. Other denominations must submit similar documentation, or word of mouth testimony from clergy. |
