Alternatives to the current situation:
*HoS gets all the power, HoG useless.
*HoG gets all the power, HoS useless.
*HoS and HoG split power, both crippled.

At least this way, the people elect who they want to hold the powers, rather than it being selected by the parties of government. Then there's the whole national identity and cultural past thing...
