Upon the passing of this bill the Federal Lands of the Bundesrepublik will gain the following authority/autonomy and the following articles will go into effect. π¨ππππππ 1 "πππππππππ π¨ππππππππ" -Federal Land governments will have the authority to pass their own regional budgets subject to approval by their respective parliaments -Federal Land governments will have the authority to spend money of the regional budgets however they please subject to both their own laws and any federal laws set -Federal Land governments will be given 50% of their budget by the federal government. The other 50% has to be raised through regional taxes and other forms of local revenue generation π¨ππππππ 2 "πΉπππππππ πΊπππππππ" -Federal Land Governments reserve the right to issue a regional state of emergency -Federal Land Governments reserve the right to call for federal assistance during a state of emergency -Federal Lands will maintain their own regional police force -Federal Land Governments reserve the right to close buildings, cancel private or public events or close public lands to the general public when there is serious evidence of a danger to public safety π¨ππππππ 3 "π³πππ π³ππππππππππ" -Federal Lands will have their own parliament named the "Bundesland Parliament" -Federal Land Parliaments have the right to draft, reject, pass and ammend regional legislation -Federal Land Parliaments have the right to appoint a Land Cabinet consisting of a Landspresident and his cabinet. -Federal Land Parliaments pass, reject, and ammend bills using a simple majority system -Federal Land Parliaments require a two-thirds majority to change the Regional Constitution -Federal Land Parliaments have the right to pass, reject or ammend a Regional Constitution -Land Laws are always subject to Federal laws, meaning that Federal laws will always overwrite Regional Laws if applicable -Federal Land Parliaments are elected based on results of the federal elections in their respective region π¨ππππππ 4 "πΉπππππππ πͺπππππππ" -The Regional Cabinets are appointed by a simple majority in their respective regional parliament -The Regional Cabinets are the executive power within the regions with the Landspresident at the head of the region -The Regional Cabinets are also known as Regional Governments (Powers outlined in Article 1 and 2) -The Regional Cabinets represent their regions during Federal Level meetings |
