| Comrades, In order to rejoin ODEN, we will need to change one provision of the law, concerning the use of recreational drugs. Right now, local Governments set policy, however, in the Treaty, there is a national drug policy established. We therefore, propose a National Drug Policy more in line with our traditional position vis a vis recreational Drugs, and we invite all Parties to endorse this bill and vote for it.
