Preamble:

As a matter of National Priority, we hereby re-establish the National Service Program in Kalistan, including Nationalization of tuition for all Students at public Universities.

Article 1: We propose to nationalize tuition payments to all institutions of higher education. We mean to refer to this as creating a "Single Payer" system for college tuition. This should, in no way be construed as nationalization of the Universities themselves. Decision and curriculum matters will remain exactly as before. The only difference is that tuition and fees will be paid for by taxes, not by individuals. This aims at the goal of making a basic university education available for all Kalistani students who want one.

Article 2: The Kalistani government will cancel all contracts with the Private Sector in Kalistan, and will move the money that was originally earmarked for paying these contracts into the building of a national service program. The aim of this is to remove profit supports that companies have long been accustomed to and allowing market forces to operate as they should in the private sector.

Article 3: All Students will be required, upon graduation, to go into public service, repaying a month of college education with a month of public service. For example: If a student received public tuition support for 36 months under Article 1 of this act, they shall repay that with 36 months of national service, to be served immediately following graduation.

Article 3a: No person who has not taken money to pay for college shall be required to perform national service.
Article 3b: Student loans from the Nationalized Student Loan program shall be considered a "pre-payment" for services rendered in the National Service Program. All students taking out loans shall understand, clearly, that they must repay their loans through service, and if they do not agree to these terms, they shall not be forwarded any public money to attend schools.
Article 3c: Students who attend school who have a physical or mental disability, in accord with Kalistani law, shall be exempt from this act. In this case, tuition will be fully subsidized by the Republic from a separate fund, or through scholarship. This provision shall not be construed to exclude those who wish to volunteer, however. If a person with a physical or mental disability which is not severe enough to prevent them from performing National Service desires to complete national service, they shall be permitted to do so, under the same stipulations as those who are not similarly disabled or impaired, taking special care to match their abilities with the needs of the Republic. A special advocate's office will be set up within the service to ensure that those with disabilities are treated fairly under the law, and to deal with claims of mismatch that may from time to time be filed by those with disabilities.

Article 4: No student shall be permitted to reimburse the balance of their debt to the society at going tuition rates in cash. Reimbursement in service is the only acceptable way to repay the debt incurred through public tuition support.

Article 5: (repealed 4691)

Article 6: National civilian service through NSP will be directed toward maintenance and building of public property, including maintenance of all public infrastructure, work in national industries, and publicly funded research and development. Students will be assigned to work based on their aptitude and the Needs of the Republic. Military Enlistment under normal terms of enlistment currently in force in the Republic will suffice as repayment of debt of public tuition support.

Article 7: Housing, food and medicine will be provide at no cost to members of the National Service Program. Normal liberty, 30 days paid leave a year, and a stipend for the sustenance of basic quality of life, paid on the same schedule as corresponding non-NCO ranks in the Military will also be provided.

Article 8: All students paying off their debt incurred under Public Tuition Support will be called "Conscripts". There shall only be two ranks of "Conscript": Conscript Second Class and Conscript First Class. CSC's can be promoted to CFC after having completed 75% of their required service, or may be promoted meritoriously. CFC's will be tasked with supervision of small teams (not more than 10) of CSC's. CFC's also will receive a small increase in stipend.

Article 9: CFC's may, at the end of their service obligation, apply for re-enlistment in the NSP. Re-enlistments will be determined based on aptitude and needs of the Program. Upon re-enlistment, they will be promoted to the rank of "Commissioner" and will be qualified to lead a "Shop", which shall consist of no more than 4 squads (not to exceed 15 Conscripts.) From there, organizations will follow the organizational structure of the Kalistani Army (battalion, regiment, Division, Corps, etc) A promotion schedule will be developed following the rank of Commissioner. Commissioners will be paid according to the Military Schedule, and the rank of Commissioner will be equal to "Corporal". After re-enlistment, commissioners and higher ranks will be free to resign as they desire.

Article 10: The Minister of the Interior and the Minister of Trade and Industry will cooperate to manage the program, ensuring that national priorities are supported with the NSP.

Article 11: This Act will be enacted upon receiving an affirmative vote from a majority of the seats in the Chamber of Deputies. The Chamber of Deputies shall enact all laws necessary and proper to the correct operation of this Charter.

Article 12: This Act may be amended by a 2/3rds affirmative vote of the Chamber of Deputies. The full; amended Charter must be included in the description of Amendment Act.
