Old value:: The government supplies free pharmaceutical drugs to those on low incomes.
Current: The government pays partially for all citizens' pharmaceutical drugs, and pays entirely for those of low income citizens.
Proposed: The government does not subsidise the cost of pharmaceutical drugs at all.

Message | We agree; since we already guarantee the poor a minimum income, they should use the money we give them to buy pharmaceutical drugs rather than wasting it and then asking us for more money to buy drugs... or buying drugs they don't need because hey it's free. |
