Having read through this, I notice the following budget shortfalls/overspending:

- Internal Affairs seems to have a deficit of 200 million Lira
- Finance seems to have a surplus of 100 million Lira
- Justice seems to have a surplus of 12.5 billion Lira
- Science and Technology seems to have a surplus of 10 billion Lira
- Food and Agriculture seems to have a surplus of 500 million Lira
- Assuming departments that have surpluses cover the 200 million Lira shortfall in the Internal Affairs budget, it would seem we have 22.9 billion Lira unaccounted for.

Ms Belanger would you have an explanation as to where exactly this money is going? 22.9 billion Lira is a large sum.

Every department holds onto 150,000,000 HLR as apart of overall Administrative Overhead, to physically run the Department. While in many departments this isn't seen, as there are no breakdowns on the cost of individual programs, other departments that hold "surpluses" aren't running surpluses, they are withholding administrative costs.

In regards to Internal Affairs, the deficit is actually closer to 350,000,000 Million, once you account for administrative overrun, you are correct that the Ministry of Finance generally takes revenue from departments that post surpluses to cover shortfalls, and general administrative costs.

Finance, that surplus is the administrative cost of the department, from which you draw your Minister's salary.

Food and Agriculture, their Ministerial operating costs run on the administration side at half a billion.

In terms of Justice, that is the 10 Billion dollar question. From what I can find, that 10 Billion dollar surplus has been used to plug holes in the gaps of certain government programs that don't have the money in the Department to physically cover their operating costs. My investigation and audit has revealed that the 10 Billion was diverted into the Ministry of Health and Social Services to cover costs associated with the Hutorian Public Health Agency, from not being able to cover their operating costs from how low their budget is.

That has been the standard operating procedure for the past four years, after the Healthcare system was totally privatized. While the Hutorian Health Insurance Plan has been able to cover the costs for the lowest income earners in the nation, it's still a matter that hospitals can charge the government as they please. The amount that has to be paid out in premiums is still significant, and as there are no government caps on charges, or government facilities to regulate the prices private medical facilities can charge, the charges for the approximately 40 Million Hutorians that are covered by this plan, the math frankly speaks for itself.

MessageAs there appears to be no further questions, I would move for the following suggestions for fixing government spending.

Remove 10 Billion HLR from the Ministry of Justice
Divert funding to the Ministry of Health & Social Services.

Direct individual Deputy Minister to fix Administrative costs, whether small deductions from either sub-departments or government programs that can take small cuts to aid in the running of the Ministry of itself.
