This Bill seeks to introduce a national Child Benefit scheme,which will be a tax-free monthly payment made to low income families to help them with the cost of raising children under 18 years of age.This program would be administered by the Department of Health and Social Services.

It is unfortunate that our government partners are over again supporting a piece of legislation that is so very flawed. This legislation seeks to start a national child benefit program, and then also give it to parents of people considered adults by this very government. Hutori recognizes anyone 16 and older as an adult.

Secondly there is no thought given to how this program would be administered, how much parents would receive or what the threshold to be considered "low income" is.

I would suggest the members in the NPU and the Liberal Party look back at recent Royalist bills so that they can learn a thing or 2 about crafting strong legislation.

There is a slight error in the draft presented to the house as it incorrectly specifies the age at which a person is recognized as an adult as 18 and we apologize for the error.

As for the department which would administer the program,it is mentioned that it would be within the purview of the Ministry of Health and Social Services
