Section 1 - Authority
(a) The "Law on the Administrative Reform of the Kingdom of Dorvik" will replace the currently existing "Law on Administrative Reform of the Dorvish Republic" (http://classic.particracy.net/viewbill.php?billid=613977) and have full force and effect immediately;

(b) The Ministry of the Interior will have full authority and oversight of all national sub-divisions;

(c) This act of the State Council approves the removal and closure of any regional, territorial, ethnic legislatures, governments or otherwise ethnic-based pseudo-governments outside of those authorized by this act of government.

Section 2 - The Provinces of the Kingdom of Dorvik
(a) Provinces will remain the top-level of administrative sub-divisions (Level 1) in the Kingdom of Dorvik. The unified head of state and government in each respective province will be an elected Oberpräsident (Luthorian: Head President) who will be elected by the respective citizens of the province. In the Constitution of the Kingdom of Dorvik they are empowered to do all that is necessary “…in the benefit of the Dorvish people and protects the rights and freedoms that are natural born.”;

(b) The Oberpräsident will be assisted by the Provincial Administration (Dundorfian: Provinzialverwaltung) which closely mirrors the Dorvish Kingdom's own executive branch. The Provincial Administration is responsible for assisting the Oberpräsident in carrying out their duties. The Ministry of the Interior, specifically the Office of Government Administration led by the General-Plenipotentiary for State Administration will maintain a parallel structure to ensure compliance with state laws;

(c) The legislative branch of the Dorvish Provinces is the Provincial Council (Dundorfian: Provinzrat) whose elections are held at the same time as state elections in Dorvik. Provincial Councils mirror the State Council in that Provincial Councils have Presidents whom are elected by its membership;

(d) Deputies of the Provincial Councils will comply with the same rules governing election to the State Council;

(e) Each province will maintain an independent Provincial Election Commission whose head will be appointed for 10 years by the Oberpräsident and can only be removed by the Provincial Supreme Court;

Section 3 - The Government Districts of the Kingdom of Dorvik
(a) The second level of administrative sub-divisions (Level 2) will be the Regierungsbezirk (Dundorfian: Government/Administrative District). The overall leader of the Regierungsbezirk will be the Regierungspräsident (Luthorian: Government/Administration President);

(b) The Regierungspräsident (Luthorian: Government/Administration President) will be appointed by the Provincial Oberpräsident and will be approved by the Provincial Council;

(c) The Regierungsbezirk will possess a Bezirksregierung (Luthorian: Area government) who will assist the Regierungspräsident in the leadership of the government district;

Section 4 - The Districts, Cities, Towns and Villages of the Kingdom of Dorvik
(a) The third level subdivision of the Kingdom of Dorvik are the Kreis (Luthorian: Districts/Circles). Districts (Dundorfian: Kreis) are headed lead by District Administrators (Dundorfian: Kreisverwalter) who is elected by the population of the Kreis;

(b) The District Administrator is assisted by an elected District Council (Dundorfian: Kreisrat). Districts in Dorvik are broken into two categories: Rural districts (Dundorfian: Landkreis) and Urban districts (Dundorfian: Stadtkries);

(c) The final level subdivision are the various cities, villages, towns and municipalities that divide Dorvik. These cities are granted their status primarily based on population but some are historically named despite not necessarily fulfilling the requirements;

(d) The specific final level subdivisions are: Municipalities (Dundorfian: Gemeinde), boroughs of large municipalities (Dundorfian: Stadtgemeinde), Cities (Dundorfian: Stadt) and villages or smaller towns (Dundorfian: Dorf);

(e) Tthese areas have an elected Mayor (Dundorfian: Bürgermeister) with larger municipalities, such as Haldor and Fairfax, having “Head” or “Lord” Mayors (Dundorfian: Oberbürgermeister).
