It should be at the police discretion whether a suspect should undergo torture to obtain information. There should though be limits on to what constitutes as legal torture. Suspects should not be drugged or undergo any form of torture that would permanently disfigure the suspect such as whipping, burning, scalding or electrocution. The suspect should also not have any torture that would lead him to believe he was going to die such as partial asphyxiation. Torture should not go on for longer than 30 minute sessions at no more than 4 sessions a day with at least 4 hours between each. and anything said under torture should also be signed by the suspect out of torture.
A council of senior police officers should vote whether the evidence they have on a person can warrant the use of torture to obtain vital information.
