Whereas, the Commonwealth of Hutori currently authorizes the use of nuclear weaponry in wartime for any reason deemed appropriate by the nation's leadership, and

Whereas, the Commonwealth of Hutori is currently allowed to produce and store biological and chemical weaponry, and

Whereas, while the Commonwealth of Hutori must always remain vigilant, the nation is not currently in the midst of a major security crisis which would warrant military mobilization, and

Whereas, more money is currently spent on Defence than any other single ministry in the government, and

Whereas, the nation's navy just underwent a renovation of her naval force, and

Whereas, the use of nuclear, biological, and chemical weapons is unethical, and

Whereas, it is recognized that the storing of nuclear weaponry as a deterrent against nuclear strikes is a valid defensive tactic, therefore

Be it resolved that the Commonwealth of Hutori bans all chemical and biological weaponry, and

Be it further resolved that the Ministry of Defence may pursue limited research of such weapons, provided that the weapons researched do not have the explicit purpose of the mass murder of civilian populations, and

Be it further resolved that Hutorian leadership may only use nuclear weapons against military targets, and

Be it further resolved that the current stockpile of nuclear weapons may be stored, and new nuclear weapons may be developed.

If I may weigh on this matter. If Hutori is to Authorize the banning of chemical and biological weapons may I suggest amending the Bill to allow for Research and Development of the Technology purely treatment and Defence purposes to better understand them.

MessageMr Speaker,

We absolutely will not support enforcing a policy that forces the Hutorian Armed Forces to sit around and wait for Hutori to be nuked or attacked with a biological or chemical weapon before responding with a nuclear strike of our own. This policy could result in the loss of millions of Hutorian lives, and we will not have that blood on our hands. We would be okay with a change in policy that limits nuclear attacks to non-civilian targets.

When it comes to Article 1, we wholeheartedly agree with Dr. Abdulla. It is crucial that we allow for scientific research into chemical and biological weapons, so that we may prepare for and defend against chemical and biological attacks on our nation.

Lastly, the line "Whereas, the defense and security of the nation is not currently in question" worries us. We must always be prepared and not take for granted that we do not have external threats. We would like to see this line dropped from the bill before moving to a vote.

MessageMr Speaker,

While we would prefer the outright ban on chemical and biological weapons due to the inhumane nature of their effects, we would be willing to amend the language of the bill to allow for limited research.

Further, after listening to the rational given by the Honourable MP for Kincardine Goulds, we revise our position on the use of nuclear weapons, and support a change in language to reflect a policy prohibiting the targeting of civilian populations.

On the critique of the line in the bill, we would like to propose the following:
"Whereas, while the Commonwealth of Hutori must always remain vigilant, the nation is not currently in the midst of a major security crisis which would warrant military mobilization"
