Whereas public power stations posses an unfair market advantage over their private competitors,

And whereas government ownership of power grids limits the development of energy technology and retards enhancements in commercial power service,

And whereas total privatization of Dolgaria’s energy sector will unleash the creative potential of private Dolgarians to develop energy technology and provide enhanced customer service in an atmosphere of true market competition,

The Senate of Dolgaria hereby consigns state-owned power stations to be sold at public auction to interested private firms and public energy cooperatives.

Amendment I - Furhtermore, the Senate hereby authorizes the provision of energy by private, unregulated companies, and concurrently directs the establishment of a national fund to subsidize the energy costs of low income citizens.

MessageThe Statements made are totally false. Public power stations does not possesan unfair advantage over their competitors. They do provide power in the same conditions as others compagny that are allowed to work on the power market. Not to add that they provide a strategic back-up, and are probably the one that are the least prone to failure and shutdown due to economical reasons.

The public ownership of the Grid, and we want to point out that it's not owned by the Federal government but by each Provinces of the Empire, is neccessary. It's absolutely false to claim that it limits the development of energy technology . How would it do so ? It's Government's duty to encourage the development of new energy technologies such as clean power. It is stated in our legislations !

There is no need to "unleash" any potential by privatizing the Grid and power stations. This potential already exists, and the excellent state of our power industry shows it. Energy is something that is vital, and should not be submitted to any "true market competition". It would be unfair to Dolgarians, especially the least favoured.

MessageOur esteemed colleague from the Socio-Democratic Union has rightfully pointed out a contradiction in SB 2211.11.01 regarding energy regulation. CLP mistakenly overlooked the affects of the bill on current energy regulation (Ref. Economic sub-policy 3: "Energy is provided by private companies, but the prices they can charge are regulated.")

However, we ask our fellow senators to note that this particular national economic policy (Energy is provided by private companies.) contradicts our current Dolgarian national infrastructure policies that deal with energy generation (Private and public power stations exist side-by-side.) and the management of our national power grid (Each region owns and maintains its own power grid.) The current conflicting economic and infrastructure polices have resulted in confusion on the part of those public and private energy providers because the Senate has failed to establish a unified energy policy.

It is irresponsible on the Senate’s part to, on the one hand, state that private and public power stations are allowed to exist side-by-side, while on the other hand we insist that energy is provided by private companies, when in reality each region actually owns and maintains its own power grid.

Therefore, CLP hereby amends SB 2211.11.01 to authorize the provision of energy by private, unregulated companies and concurrently to direct the establishment of a national fund to subsidize the energy costs of low income citizens.
