It has become a norm in the Republic that in a multi-party coalition (to which there has rarely been any exceptions in the last century), the position of Deputy Prime Minister goes to the man appointed the Minister of Foreign Affairs. His Serene Augustness has decided to attempt to reform the system to make this tradition an official, legally mandated practice:

I - This is a constitutional bill and must be supported by 2/3 the Chamber to pass.
II - Unless explicitly stated otherwise in the coalition agreement, the office of Deputy Prime Minister shall go to the member of the government sworn in as the Minister of Foreign Affairs.
III - Unless explicitly stated otherwise in the coalition agreement, the office of Presiding Elder shall go to the member sworn in as the ceremonial Minister of Justice, now renamed People's Secretary of Justice.
