Description[?]:

This bill seeks to allow Kalistani individuals to conduct operations of privateering in the Northern Anantonese Ocean upon receiving a Letter of Marque from the Ministry of Defense.

1) Privateers who have received a Letter of Marque and can provide there own vessel and armaments shall be permitted to commit acts of privateering in the Northern Anantonese Ocean, which for the purposes of this bill shall be defined as the body of water which stretches from Keris in the north to Galduridos in the south and from Lodamun in the west to Sekowo in the east.

2) Privateers must apply for a Letter of Marque from the Ministry of Defense and must allow the MoD to inspect their vessels and armaments before they begin operations.

3) The Ministry of Defense, upon receiving word from a privateer that a target vessel was destroyed and upon receiving evidence of such a claim, shall issue a monetary award to the privateer responsible.

4) Letters of Marque will only be issued in times of insecurity between Kalistan and foreign nations, and will only allow privateers to target the vessels of nations declared by the National Assembly or Ministry of Defense to be enemies of Kalistan.
-4a) The Ministry of Defense will be permitted to issue Letters of Marque upon receiving approval from the President of the Republic or a majority vote in the National Assembly.
-4b) A formal state of war between Kalistan and some other state need not exist for Letters of Marque to be issued.

5) Privateers who have received Letters of Marque will be permitted to target only military and merchant vessels. The attacking of a civilian non-commercial vessel, such as a yacht or a private fishing vessel is strictly prohibited.

6) Those carrying Letters of Marque shall report any and all acquisition on the High Seas to Kalistani Regular Naval Authorities at any naval or commercial port facility in Kalistan, and shall be taxed according to the following scheme: All materials taken from international merchant vessels shall be assessed a 4% tax on total cargo value. All Materials taken from international military craft shall be assessed a 2% tax on total trophy value.
