By passage of this act the following law (http://classic.particracy.net/viewbill.php?billid=596930) will be changed into the text below and made a constitutional amendment:

An act regulating voting privileges in national elections.

Article 1
Only all Seluco-Pontesians (“Proper” Romans) and Yeudi (Jews) are allowed to vote. Other details are regulated under different laws.

Article 2
For the purposes of this Act, a Seluco-Pontesians (“Proper” Romans) shall be defined as follows:

-of clear Selucian blood and culture, believer either of felinism or Religio Selucia

For the purpose of the Act, a Yeudi shall be defined as follows:

-of clear yeudish blood and culture,a believer of yeudism.

Article 3
Violation of this Act shall incur a penalty of no less than three years imprisonment or a fine of 100,000 PON

Article 4:
This act is a constitutional amendment and will be passed with a 2/3-majority but can be abloished with the same majority.
