Whereas the current public healthcare system consigns our citizens and medical professionals to muddled bureaucratic red tape and heavily regulated procedural criteria instead of treating them as human beings,

And whereas the public subsidy of pharmaceutical research and development and the heavy regulation of the medicine prices misdirects funds within the medical drug market and stifles creative development and incentive among competing drug companies,

The Senate hereby phases out its subsidy of pharmaceutical drug research and development, ends its regulation of drug prices, privatizes all clinics, hospitals, and specialist offices, and directs the Ministry of Health and Social Services to establish a Medical Assistance Fund to help people with low incomes cover medical related expenses.

MessageThe SDU is of course opposed to this. The beneficial combination of public and private healthcare has been stable for more than 40 years and has always shown good results. When you are a doctor, working within a public hospital or clinic does not mean you are suffering from bureaucraty... Why would a public hospital be less well managed than a private one ? Do you consider that everything that is funded by public money is badly managed and bureaucratic ?

The state has a mission, it is called public service. By funding and managing hospital, we allow every citizen to bee healed in the same way, bringing more equality in this country, and we restrain to a very little margin the people that pay for their care (ie the super-rich going to private clinics).

Concerning drugs, the current system has two advantages :

Firstly, it avoids having pharmaceutical companies doing what they want, because it sets a certain level of quality to every drugs that is produced in Dolgaria.
Secondly, it allows a fairer distribution of drugs, avoiding an unnecessary inflation in prices.

MessageWe do not support either proposal. Subsidation of R&D combined with price regulation ensures that the vital improvements to public health are paid for through a process of scientific analysis rather than rampant consumerism. The last thing we want to see are dozens of advertisements for drugs with little to no medical benefit, preying on the mental fears of the poorest and weakest Dolgarians.

Furthermore, we believe the public health care system has done an adequate job of ensuring necessary benefits to all, and a private care system would jeopardize that system.

MessageRetired pediatrician Dr. Bartolomeo Salute rose to address the Senate, “Casa delle Libertà offers all Dolgarians the opportunity to use the free market to choose the healthcare treatments that best fit their individual needs. We believe that government should loosen its grip over healthcare, not tighten it. We are particularly concerned that government interference in pharmaceutical research will force some Dolgarian generic drug manufacturers out of our domestic markets, resulting in their leaving our borders for more friendly business environments elsewhere or even liquidating their firms altogether to cover the higher costs of developing new generic drugs, which they must do to compete with the brand name prescriptions produced by larger drug companies who are normally favored with government subsidies.”

“Furthermore, rather than establishing artificial constraints on medical pricing flexibility, the Dolgarian Empire must pursue more fundamental reforms of our current nationalized healthcare by enabling market-based medical care for all Dolgarians. We can no longer turn a blind eye to a state healthcare program in which hordes of bureaucrats spend their time developing lists of ultra specific medical directives and regulations, including the specificities about bed pan usage.”

Senator Salute paused to drink a sip of water, and then continued, “It is evident that Dolgaria’s healthcare system is in dire need of reform. SB 2212.08.01 will allow Dolgarians to purchase individualized healthcare according to their specific needs, not according to the quirky regulations written by a committee of government bureaucrats. The principal proposals in the bill will inject competition into the healthcare and pharmaceutical industries, creating local medical markets in which providers will compete to provide their customers with the best medical service and the best medicines for the best price. This will grant consumers a wider range of options than they currently posses under socialized medicine, giving them the chance to purchase medical treatment depending upon their needs.”

The Senator paused and looked across the chamber of the Imperial Senate, “Senators, overregulation keeps millions of Dolgarians from getting the healthcare they deserve. The “Healthcare Reform Act” moves our country in the right direction by giving consumers more freedom and making the healthcare sector more competitive. Casa delle Libertà votes YES on SB 2212.08.01 as a means to emancipate every citizen of Dolgaria from the morass that is our current medical and medicines policy. MessageThese remarks show that CdL speaker does not have any real knowledge of the inner workings of our public healthcare. "Bureaucratic committees" are not ruling it. Sure we have a Health Minister, which has been under SDU's guidance for a couple of decades now. We have achieved a very efficient system, and claiming it needs reforms or privatization is nothing but close-minded economic liberalism.

It has been claimed that "overregulation keeps millions of Dolgarians from getting the Healthcare they deserve". We would like to point that firstly there are no more overregulation since our party is in charge of public health, and furthermore, that privatizing the Healthcare will be a much more efficient way to keeps millions of Dolgarians from getting the care they deserve...
