Whereas there are children whose families would significantly benefit from the organized help of their civic-minded neighbors,

And whereas such assistance directly enhances the survival of those smallest members of our society who will one day lead our renowned empire,

The Senate of Dolgaria does hereby authorize local governments to develop and implement child benefit policies within their respective communities.

MessageThose who have children have an obligation to ensure they can care for those children. Public benefits will only encourage an increase in the poor population, and further burden our social network. Further, leaving it to the local regions will doubly harm our nation, by creating a perverse incentive to move merely to take advantage of relative differences between the regions.

I know that some of you, even some of you in my own party, think that the benefit will encourage families to have more children just so they might greedily take advantage of their neighbors’ generosity. But do you really want to admit to Dolgarian parents that you automatically assume that they act based on the worst of human motivations? And would you pretend to know the motivations of these families better than their own neighbors? Therefore I implore you to pass this bill, not because I authored it, but because of the children….think of the children!”

OOC: I guess everyone now knows who the foremost “moderate” is in the CLP. If you ever want to broker a cross party deal with a member of Casa delle Libertą (that is, if you ever want me to consider temporarily swinging CLP away from its classical libertarian roots just for the sake of a vote or two), then Senator Elena Primo is your girl. At least that’s the way I plan to RP her for now. Just send some behind the scenes messages addressed to her explaining your proposal and we’ll see if we can’t work something out. Until I get some seats in the Senate I’ve determined this is one of the ways I can make things interesting for me and perhaps everyone else (other than writing debate rebuttals that are entirely too long).
