| With the 4720 snap-election and the legitimization of the Citizens' Coalition, we hereby form a Provisional Emergency Committee (PEC) which shall handle state affairs with the head of the PEC to be the Provisional President who shall act as both the Head of State and Head of Government until the creation of the Septembrist Union: http://classic.particracy.net/viewbill.php?billid=618353.
