Citizenship of Kirlawa can be obtained on the basis of birth, marriage of parents, adoption, or the place of birth. In addition, it may be acquired by application or by declaration to authorities. Selucian citizenship acquisition is based on the combination on the legal principle of jus sanguinis and jus solis.

1. Birth

1.1 Jus Solis: A child born in Kirlawan territory becomes a Kirlawan citizen if:
- At least one of the child's parents is a Kirlawan citizen.
- The Kirlawan authorities declares so.

1.2 Jus Sanguinus: A child acquires jus sanguinis Kirlawan citizenship at birth if:
- At least one of the child's parents is a Kirlawan citizen
- At least one of the child's parents is a Kirlawan citizen, the child is born in Kirlawa out of wedlock, and paternity has been established;
- The child's father who died before the child was born was a Kirlawan citizen and who was married to the child's mother at the time of his death
- The child's father, who died before the birth of the child, was a Kirlawan citizen and the child was born in Kirlawa out of wedlock and the father's paternity was established.

2. Legitimation

A child who is born abroad and whose father/mother is a Kirlawan citizen will acquire Kirlawan citizenship when the parents get married. If paternity has been established, the child will acquire Kirlawan citizenship as of the date of the marriage contract. If paternity is established after this point, the child will acquire Kirlawan citizenship as of the date on which paternity is established.

3. Adoption

A foreign adopted child under 16 years of age will automatically acquire Kirlawan citizenship if at least one of the adoptive parents is a Kirlawan citizen and if the adoption is recognised as valid in Kirlawa. A local register office will enter the child's Kirlawan citizenship in the population register.

An adopted child who is over 16 years old may apply for Kirlawan citizenship by declaration.

4. Naturalisation as a Kirlawan citizen

4.1. Citizenship by application

A foreigner may be granted Kirlawan citizenship upon meeting certain requirements, including:

- Seven years continuous residence OR a total of ten years residence since age 16, with the last two years residence continuous
- Knowledge of Kilani language.

For those married to or in a registered partnership with a Kirlawan citizen for more than three years, the residence requirement is reduced to :

- Four years continuous residence OR six years total residence since age 16 (with the last two years continuous)
- Knowledge of Kilani language

These reduced residence requirements also apply to recognised refugees and stateless persons.

Former Kirlawan citizens are only required to have two years continuous residence in Kirlawa.

The authorities have the right to refuse an application for citizenship by application even if the requirements are met.

4.2. Citizenship by declaration

Declaration is a simpler method of acquiring Kirlawan citizenship. If the legal requirements are met it must be granted.

Categories of persons eligible for citizenship by declaration include:

4.2.1 Long-resident young persons

Persons aged between 18-23 may acquire Kirlawan citizenship by declaration if:

- Resident in Kirlawa for a total of 10 years (6 years if born in Kirlawa) AND domiciled in Kirlawa AND not sentenced to imprisonment

5. Removal.

A Kirlawan citizen will lose the Kirlawan nationality if:

- They become citizens of a nation declared as "public enemy" by the Kirlawan authorities.
- They voluntarily enter in the military or political service of a foreign nation against the specific prohibition of the Kirlawan authorities.
- A judgment declares that the citizen committed falsehood, concealment or fraud in the acquisition of Kirlawan nationality.
