Bill: Expenditure Bill 4731

Details

Submitted by[?]: Beluzia Renewal Party (BRP)

Status[?]: passed

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: May 4732

Description[?]:

There have been a few proposals from opposition parties relating to taxation, which this government has not supported.

The BRP had been intending to wait until after the next election to review its spending and taxation plans (if it were still in power).
However, the recent debate over taxation rates has prompted the BRP to publish its ongoing plans ahead of the election.

There is an accompanying Bill outlining the proposed income tax rates.
There is already a Bill tabled proposing to lower the rate of tax on luxury goods (which has its own justifications as included in that Bill)

This expenditure bill is:

a. Necessary - otherwise the government's proposed taxation proposals will not quite cover current expenditure (this was going to be addressed in the budget after the next election, but needs to be done now if the taxation changes are proceeding)

b. Prudent - Parliament has recently enacted a Bill relating to child benefit. Before that all families in Beluzia were guaranteed child benefit. That is no longer the case. The Minister for Finance had estimated the savings to the government as a result of this change and would have been part of the framework around the post-election budget. However, savings are immediate, so the government is able to adjust expenditure now.

There will also be an accompanying Bill relating to corporate taxation rates with its own justification. All of these Bills must be treated as a whole and should all either be voted for or all against.

Random fact: "Treaty-locking", or ratifiying treaties that completely or nearly completely forbid any proposals to change laws, is not allowed. Amongst other possible sanctions, Moderation reserves the discretion to delete treaties and/or subject parties to a seat reset if this is necessary in order to reverse a treaty-lock situation.
