Bill: Restriction of Chemical Weapons Act
Details
Submitted by[?]: Social Democrat Party
Status[?]: defeated
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: March 4738
Description[?]:
The use of chemical weapons in warfare is unacceptable. No matter the circumstance, unnecessary suffering should be limited as much as possible. The purpose of this legislation is to end the use and production of chemical weapons on that principle. It is understood that any federal government would want a free rein on their use of whatever type of weapon they please, but allowing soldiers of any nation to suffer to death through chemical weapons is regressive and unacceptable. This bill is created to further this nation into modern times and to stay away from the regressive ways of the past. |
Proposals
Article 1
Proposal[?] to change The government's policy concerning biological and chemical weaponry.
Old value:: The nation reserves the right to develop, construct and store biological and chemical weapons.
Current: The nation shall never develop, purchase or store biological or chemical weaponry.
Proposed: The nation shall never develop, purchase or store biological or chemical weaponry.

Message | The Alliance Party fully understands the argument behind this proposal. It should be clear to any civilised nation such as ours that biological and/or chemical warfare is not to be encouraged. However, other cultures in Terra may think otherwise and thus would pose a potential threat to our peaceful way of life. We are therefore of the opinion that all deterrents to foreign aggression should be embraced. The existing law on this matter does precisely that, leaving an element of doubt in the mind of any would-be aggressor as to whether retaliation might occur. The existing law, of course, does not say that biological and chemical weapons should be developed and stored - merely that we have the right to do so. |

Message | The Social Democrat Party understands the input of the Alliance Party. Perhaps a compromise can be made. This legislation can be coupled with an increased focus on foreign relations and/or the signing of a treaty of neighbouring nations to restrict the use of chemical and biological weapons. What would the Alliance Party's position on that proposal be? |

Message | The Assembly will be aware that the majority of nations in Terra have adopted the same policy as Mordusia on this issue. The Alliance thinks that the SDP (or any other party come to that) would be hard pressed to convince the rest of Terra to change their policies. They are of course welcome to try when they achieve a position in government. In the meantime, for the increased security of our nation, the government would still tend to believe that its positon was the correct one to take even if the majority of nations were stating that they would not develop such weaponry. There is nothing to prevent some unscrupulous governments from lying (it does apparently happen from time to time) and it only takes one nation to have such weapons available (whatever its stated position is) to be tempted to be an aggressor without our necessary deterrent. Sadly, therefore, it is difficult to see a feasible compromise. |

Message | The Social Democrat Party understands the Alliance Party's position on this bill. Although we should have been more clear originally. Our suggestion is the signing of a chemical and biological weapons treaty between Mordusia and our immediate neighbours perhaps instead of a ban on chemical weapons directly in our nation. Of course treaties can be ignored, but our party believes that it is better to discuss with other nations their interest in joining in a treaty of this kind. The use of a bill like this is to decrease unnecessary suffering, the kind that plagues Terra. Our party believes that any use of chemical weapons in warfare is unacceptable, so we wish to seek a compromise in a proposal of a treaty between our immediate neighbours and Mordusia to decrease unnecessary suffering in warfare. |
