This Bill is a major part of that operation, focusing on multiple issues relating to health.

MessageThe Alliance wishes to emphasize that this bill consists of Stage 1 its Health legislation.

This first stage is designed to implement an immediate change towards the state into which the Alliance Party intends to lead this country.

The proposals included in the Bill should therefore, in some cases, be seen as interim steps - a gentle nudge towards the government's goals - though it is anticipated that the changes will of themselves be welcome and widely appreciated.

Articles 2, 6 and 7 all impact upon the government's expenditure.
However, it is not anticipated that these measures will require urgent attention to public spending or revenue levels.
In any case, by the time this Bill becomes law, a review of all current expenditure and taxation levels will be carried out which will address matters where necessary.

Future budgets will attempt to take this nation's finances to a place where more subsidy can be afforded where deemed appropriate.
Most importantly, the Alliance Party would like to introduce a public health service alongside which private care can also operate.
All these matters will be dealt with in a future Heath Care (Stage 2) Bill.

MessageThe Social Democrat Party applauds this legislation as an excellent first step. Making sure that those that are low income get the healthcare and the pharmaceutical drugs they need is extremely important. I encourage the Conservative Nationalist Party to weigh in on their position for this bill.

MessageThis Bill has now been in the debate stage for eighteen months.

The government thanks the SDP for its statement of support. While the Alliance Party has enough seats to pass this legislation on its own, the Prime Minister feels it is good to gain wider parliamentary support whenever possible because:

a. It adds weight to the legislation.

b. it helps to engender an atmosphere of working together - vital as and when coalitions need to be formed.

c. For all legislation introduced, and particularly for fairly major Bills such as this one, it is important to the government to know that it is unlikely that policies will be reversed as soon as another party has office.

In the light of the above, the Prime Minister hopes that the lack of contribution from parties other than the SDP is a signal ot tacit agreement.

Finally the government would like to reiterate that the Alliance Party would like to introduce a public heath service, so Article 6 is merely a stepping stone towards this goal. Further discussion on this will be posted in the forthcoming Health Care (Stage 2) Bill.

MessageThe government should not be restricting the liberties of its citizens as this act would allow. Smoking is something where we all are aware of its risks. However if it is a citizens right to be allowed to smoke if they so choose, then they should be allowed to do so where they choose within the limits of the current legislation.

Further to this, the Conservatives cannot agree to government funded abortions. However we do support a universally free at the point of use healthcare system in which emergency abortions would therefore be available to all citizens regardless of potential economic hardship.

This heal care act does not provide adequate support for the poor and instead acts as a superficial covering up of a money centred healthcare system in our country. Real reform is needed and this government has evidently failed to deliver this.

In passing, perhaps the CNP regularly leaves its comments and observations until after the debating stage.
Are they not confident in their ability to persuade with reasoned argument.

MessageThe governments failings are a betraying of the people. And this is something even this prime minister must be aware of. For every day of this term that passes, people get sick, people cannot afford treatment, and people die. This governs has failed to help them and we know that this will be reflected in the peoples voting come the next election.

MessageWe respectfully point out that the existing legislation was not passed by the Alliance Party so the blame for any letting down of the people must fall on two camps:

a. The previous government.

b. The CNP, who in particular have spent a lot of parliamentary time engaging in non-constructive dialogue with the government when Bills could have passed sooner. As has been said before, if the CNP would choose to listen, the government is fully in favour of a fully free public health system (what is difficult to understand about that statement of intent?). Also the Health Bill about to become law already takes steps to pay for private medical care in full for people on low incomes (perhaps the party opposite missed that?) so people not being able to afford treatment will now be a thing of the past. Perhaps to make its policies take effect more quickly the CNP would encourage the government to just get on and pass any legislation it wants without recourse to intelligent, reasoned discussion of the arguments? (No, thought not).

Finally, the CNP is casting aspersions on the wonderful medical practitioners who work tirelessly in the private sector. We're not sure that they will be voting CNP come the next election.

MessageWe will no longer engage with the government unless they start responding to questions and criticism with answers rather than dismissal. Respond to the observations posed by the shadow health minister, and we will likely be more willing to work with the government on their hyped up health bill 2.
