| Members of the assembly, the Ministry of Science and Technology proposes these articles so to pave the way for scientific research and progress, we need to allow the use of animals in research must unfortunately be allowed for the progress of humanity, however, we need to make sure to regulate these scientific researches so to be absolutely sure that only professionals can use animals.
