This Bill was created in the immediate aftermath of the Election of 4736, when all participating parties were new to parliament.

The government (the Alliance Party) opened debate on all the following areas of the constitution, suggesting that the extraordinary circumstances created a unique opportunity to reivist the Constition and shape it in a fresh, modern way - in the absence of any party being bound by tradition.
It was stressed that there was no intention to sweep aside traditions per se.

Debate took place on the following matters (with the Bills concerned listed alongside):

A. The Titles of President, Prime Minister and the National Assembly (http://classic.particracy.net/viewbill.php?billid=620250)
B. All aspects of the Speaker's appointment and role (http://classic.particracy.net/viewbill.php?billid=620253)
C. The flag, national anthem and motto (http://classic.particracy.net/viewbill.php?billid=620257)
D. The contents of this Bill of 4688: http://classic.particracy.net/viewbill.php?billid=614960 (http://classic.particracy.net/viewbill.php?billid=620259)
E. The contents of this Bill of 4637: http://classic.particracy.net/viewbill.php?billid=609101 (http://classic.particracy.net/viewbill.php?billid=620263)
F. Any other constitutional matters (http://classic.particracy.net/viewbill.php?billid=620265)

All were passed with a two-thirds majority with the following outcomes:

A. National Assembly to be renamed back to its more traditional "Parliament" citing http://classic.particracy.net/viewbill.php?billid=3459
No change to the titles of President or Prime Minister

B. All aspects of current legislation, tradition and protocol relating to the Speaker to be replaced by a simple change in law to the following:
"The presiding officer of the national legislature is the leader of the majority party/coalition or largest party/coalition"

C. No change to the flag, national anthem or motto

D. The Bill of 4688 to be rescinded.
See Note 1 below

E. The Bill of 4637 to be rescinded and the naming of government departments and their Secretaries should revert to "Ministry of" and "Minster for" .

F. Number of seats available in Parliament to increase from 360 to 365

MessageNote 1 - Relating to Debate D on the Bill of 4688

a. The effects of the "No-confidence vote" referred to in the Bill can simply be achieved by the proposal of an early election and/or a new cabinet proposal.

b. The Leader of the Opposition element of the Bill is deemed worthwhile and will be incorporated into another (RP) Bill

c. References to the Speaker in the Bill would now become redundant after the legislation passed as a result of the debate of part B

d. The potentially useful Referendum elements of the Bill were ultimately regarded as too complicated and unnecessary. The most important referendum is that held at election time. It is then incumbent upon those elected to find a way to implement policies via legislation without resorting to a further referendum.

e. All other elements were deemed redundant or unnecessary

f. It was noted that the Bill in question had not been honoured in any case as one of the constituent parts of that bill was the commitment to maintaining a free National Care Service (via this Bill: http://classic.particracy.net/viewbill.php?billid=614849). Ironically, perhaps, while rescinding the Bill of 4688, the Alliance Party resurrected this ambition in its first term of office.

MessageNote 2 - Relating to Debate E on the Bill of 4637

a. This Bill of 4636 (http://classic.particracy.net/viewbill.php?billid=608845) was produced as a supporting document to the Bill of 4637.
Yet, although that Bill was passed, its validity is undermined by the fact that several articles included in the Bill of 4636 have not been adhered to.
In fact, none of the four have been honoured subsequently.

b. It is perhaps only of passing interest, but by co-incidence the passing of this current legislation in 4737-4738 will mark the passing centenary anniversary of the legislation being rescinded.

How can the leader of the majority party who we assume would be the prime minister also take an impartial role as the chair of legislature?

This would be wholly undemocratic and hugely concerning to the people of the nation. We in the Conservative party are entirely concerned by these developments from the government in what would appear to be compromising the i democratic integrity of the parliament.

If this bill is proposed in its current form there is no possibility whatsoever of it gaining support from the Conservative party and we will initiate a vote of no confidence into the government.
