This Bill comprises one element of the umbrella debate on our constitution as summarised in the "Debate on Constitution Summary Bill".

This Bill facilitates discussion on any constitutional-related issues which any member of the National Assembly would like to raise.

It is particularly useful to discuss potential additions to our constitutional procedures as opposed to changes to the existing ones.

MessageA further point of discussion would be the number of seats available in the National Assembly.

As with other issues being raised under the umbrella of constitutional debate, the Alliance has no strong opinions either way, but acknowledges it to be a valid item of discussion.

If nothing else, we should perhaps consider whether the number of seats should be an odd number to try to avoid "dead heats" in both the matters of election to the Assembly in the first place, and thereafter in a situation where the number of votes cast for and against a Bill are equal.

OOC - In real life, such situations might be determined by the Speaker casting a vote - by convention in favour of the government. But this would not be feasible to reproduce in our system. On the other hand, the situation would be a very rare one and, after all, has not commanded a majority.

MessageThe proposed increase in seats from 360 to 365 is not arbitrary.

1. In order for each State to elect the same number of representatives the number needs to be divisible by 5.

2. The Alliance Party did not want to be seen to be drastically changing the number of seats.

3. Between the obvious choices of 355 or 365 the latter was preferred, if only for the psychological reason that citizens will feel as if its an increase in democracy rather than a decrease in democracy. It appears to give rather than take. Even though in practice there is little difference, it is still preferable.
