We don't need to condone sexual behavior. Abstinence is the best policy for people on low incomes. If they choose to have sex, they can purchase their own condoms. If they cannot purchase condoms, then they shouldnt be having sex. How about some personal responsibility here? I mean. we don't give poor people cigarrettes, do we? |
