Description[?]:

Circumstances: We are at war with another country. Both sides have nuclear and chemical weapons.
Either:
A) We can attack with these weapons at any time we feel the need to. Thus they must attack us with their weapons just in case we are about to attack first or else risk being attacked first. Then

B) We will only use these weapons if attacked with them first. The other nation withholds from using them themselves, because if they did, they would be unleashing those horrors on their own country+military.

With A one country is must perform a preemptive nuclear/chemical strike to ward off even more deadly assault by another nation.
With B it is in the best interest of the aggressor nation not to use chemical or nuclear weapons because it would mean unleashing such forces on themselves.
B has the best chances of deterring human casualties and unwanted circumstances.

Thus we propose a strict retaliation-only policy on both chemical and nuclear weapons.
