Bill: [RP Law] [Discussion] President of the Senate: Attributes

Details

Submitted by[?]: Blocco della Sinistra

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: June 4781

Description[?]:

As I asked here: http://classic.particracy.net/viewbill.php?billid=622696
I'd like to know your point of view on giving some "real" powers to the President of the Senate.
Currently, the President of the National Assembly can have no real powers as the NA is not just a RP chamber but rather the "real" legislative organ of the nation, but the situation is different with the Senate, so I'd like to know your opinion on allowing the President of the Senate to place bills under voting in this chamber, meaning every party would be able to propose them but it would be up to the President to present them to vote.
If you have any other ideas for the role, or even for the President of the NA, we can also discuss it

MessageIt is interesting giving to the presidency of the senate the power to set up the timetable for the vote on RP law. It could give points for RP between opposition and majority, with opposition maybe attacking the majority because strategic delays and so on.

MessageOOC: Yes, that was my idea, so it would also require the parties a kind of negotiation, if they want some legislation to be passed by the Senate

We believe that this has no "added value" at all.

Random fact: "Treaty-locking", or ratifiying treaties that completely or nearly completely forbid any proposals to change laws, is not allowed. Amongst other possible sanctions, Moderation reserves the discretion to delete treaties and/or subject parties to a seat reset if this is necessary in order to reverse a treaty-lock situation.
