EXECUTIVE DIRECTIVE SUMMARY

President Kono Saki issued this Executive Directive in 4760 to outline the broad principles of Sekowan foreign policy.

EXECUTIVE DIRECTIVE:

Whereas it is the duty of the President of Seko under Article 64 of the Constitution of Seko to direct the foreign policy of the state, and;

Whereas the state does not currently have a cohesive foreign policy,

Be it resolved that the Executive Branch of Seko, as represented Constitutionally by the President of Seko, issues the following Directive to be adopted as law effective immediately:

(1) According to Article 9 of the Constitution of Seko, the state is officially pacifistic, and is accordingly mandated to implement the following values with respect to foreign policy, as exercised by the Ministry of Foreign Affairs:
⠀ ⠀ (a) to promote the culture of peace and the right to live in peace;
⠀ ⠀ (b) to promote cooperation among the peoples;
⠀ ⠀ (c) to contribute to mutual understanding, equitable development, with full respect for the sovereignty of states;
⠀ ⠀ (d) to reject every war of aggression as a means of resolving differences and conflicts between states;
⠀ ⠀ (e) to uphold the sovereignty of Seko, and prohibit the presence of foreign military powers within Sekowan territory.
(2) The foreign policy of Seko shall be guided by the phrase "a stable republic which exists to broadly benefit humanity" (http://forum.particracy.net/viewtopic.php?p=155507#p155507), stated first by President Seichō of Seko in 4740.
(3) As stated in Article 22 of the Constitution of Seko, "the State shall attend in a positive, humanitarian and efficient manner to issues of human displacement." Seko shall consequently seek to address issues of forced migration, and accept refugees whenever necessary.
(4) The foreign policy of Seko shall be to promote the propagation of the Kuzacotl Principles, the Seritei Accord, the Aoki Declaration, and the values of the Co-operative and Orinco Womens' Occupation Movements broadly.
(5) Seko shall promote and educate the international community about the Constitution of Seko and the values of its content and history.
(6) Seko shall act in solidarity with the developing world to the greatest extent possible, guided by a deference to the "preferential option for the oppressed," (http://forum.particracy.net/viewtopic.php?p=156226#p156226). Specifically, Seko shall endeavour to support international initiatives to promote food security around the world to the greatest extent possible.
(7) Seko shall be proactive in support of nuclear disarmament and the development of nuclear-free zones.
(8) With regard to economic foreign policy, Seko shall:
⠀ ⠀ (a) Remain independent of tariff-free trading blocs such as, but not limited to, the Western Dovani Economic Area;
⠀ ⠀ (b) Reject tariff-free trade commitments;
⠀ ⠀ (c) Promote sustainable development and trade, with strong protections for labour, and seek trade agreements which promote mutual understanding and benefit;
⠀ ⠀ (d) Assist in the development of co-operative enterprises around the world;
⠀ ⠀ (e) Oppose the standardization of global trade around neoliberal principles and organizations;
(9) Seko denounces all forms of colonialism, imperialism, and militarism, and opposes unilateral military intervention.
(10) Seko shall seek to extend its friendship to any nations which seek it in good faith. Seko shall further endeavour to strengthen its relationships and create opportunities for popular diplomacy (specifically, peoples-to-peoples interactions). Whenever possible and determined by the strength of the bilateral relationship, Seko shall undertake to strengthen economic cooperation with its close friends.
