Hobrazia will have a lower chamber called "The Council of States" it will have 600 members, 500 of which will be awarded proportionality, 100 of which (20 per state) will be awarded to the winner of the state. Any bill will have to first go through The Council of States were it has to have a majority of votes to pass, before it can be put to a vote in the upper chamber. The members will have 24 hours to cast their votes after which their votes are counted as abstained. |
