The Following Act reauthorizes the Republican Food Bank. The text below replaces entirely the original text, found at http://classic.particracy.net/viewbill.php?billid=243858

The following act establishes the Republican Food Bank for the purpose of ensuring free access to food by Kalistani citizens, a fair price on all production for Kalistani Farmers, and a single reliable price point for all private sector Kalistani food producers.

Article 1. There shall be a national Food Bank program called the Republican Food Bank (hereafter known as the RFB). RFB will have at least one food bank in every major settlement with a population of over 5,000 throughout Kalistan. In all cities, with a population of over 1 million, RFB will have a District Distribution center as well as one local food bank per every 50,000 citizens spread geographically around the city.

Article 2. RFB shall be entirely financed by the Republic of Kalistan. The government of Kalistan, with input from the Ministry of Food and Agriculture will direct the Ministry of Finance to Budget for full financial support of RFB.

Article 4. RFB will provide food to all Kalistani citizens free of charge. Corporate entities shall not be entitled to use the food bank, but their constituent members may contribute any all food from this entitlement to the corporate event (for example, citizens may use food bank items for potlucks, and so forth) as they please.

Article 5. RFB will stock foods in accord with "healthy food" guidelines from the Ministry of Food and Agriculture. The food must be nutritious, fresh and whole. Produce, meats, and fish must be fresh, and ripe produce may be made into pies and breads on-site. Grains and cereals may be stocked, but only whole grain flour sourced from Republican farms may be sold and sugar content of cereals must be under 7 grams a serving. Dried fruits and meats that have not been heavily processed or sugared may also be stocked. Dairy and yogurts may also be stocked. The provisions of this article do not apply to any other government food production or distribution operation outside of the RFB system. Kalistani sources shall be sourced first, and in the event of shortages of some item, food may be imported along the above lines.

Article 6. All customers to the RFB will be given literature on healthy eating and the importance of fresh food and vegetables before entering. The method of dissemination of this literature will be determined by the Ministry of Food and Agriculture. Similarly, taking only a week's worth of food at a time from the food bank will be encouraged, though citizens may come in and leave the food bank whenever needed.

Article 7. RFB will be open and made available 24 hours a day.

Article 8. The only paid employees of RFB to be covered by Republican funds will be 5 stockers, one baker, and three butchers per store. Full benefits and pensions will be made available for all workers. Adequate security will also be budgeted for.

Article 10. The RFB program will purchase food directly from Kalistani farmers. RFB will negotiate directly with individual farmers and co-ops to ensure that all prices are consistent with living wage standards of the Republic, so that a farmer will always be able to sell his crop to the Food Bank while not losing money on the venture. The RFB will then act as the main distributor in the nation, whether directly to the Food Bank or to the private sector, selling to the private sector at cost. In this way, the RFB shall consolidate the market, and ensure that there is first enough food to meet need, and to ensure that farmers are able to make a decent living regardless of swings in commodities markets, but also, that there shall be a single negotiating price point for private producers who utilize Kalistani crops and commodities.

Article 11. There will be no sunset for this act. RFB will continue to remain a funding priority in the Kalistani budget as long as this act remains in effect.

Article 14. This act becomes in force immediately upon the passage of this legislation.
