According to the rules and discussion with the Moderators, in order to address Kalistan's cultural protocol, there first needs to be a bill calling for Kalistan to be declared culturally "open". This bill must be approved of by some majority of players who have been active in the nation for a required period of time.

Therefore, when this bill passes, Kalistan will be set to culturally "Open" for the purposes of addressing its current CP. During the open period, we intend to work with the moderators to address concerns in the current CP, which is found at http://classic.particracy.net/viewbill.php?billid=622425 and eventually pass a new CP to re "protect" Kalistani Culture.

This bill will take effect once this bill passes.
