Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

This Bill is introduced specifically because there will only be two parties fighting the imminent election.
This means that the Alliance Party cannot realistically be accused of taking advantage of its current majority, however gained.

Because either:

a. The Alliance will win the next election - in which case the policies included in this bill would be enacted immediately anyhow.

b. The Alliance will lose the next election - in which case the Alliance will have no complaints if the new government decides to overturn these policies, which again it would be able to do immediately upon being elected with insufficient opposition to prevent it.

This Bill is therefore a manifesto of intent. It persuades the people of the Alliance's policies - which are to allow each citizen to decide how best to spend their money rather than government doing so. This Bill is the Alliance's advanced gift to the nation in anticipation of their support for this policy.

There are three strands to this manifesto:

1. A reduction in levels of income tax - proposed in the Manifesto Bill 4772 (1). This is at the heart of the proposal.

2. This trimming of the expenditure bill. As our economy flourishes (as this proposal expects it to) then less needs to be spent across the board as society is functioning better and citizens have more to spend and are more prepared to spend it on things which the government would otherwise have to foot the bill for - such as private health care or private schools which reduce the need for government spending.

3. Once the two measures are in place and the economy thrives even more than it currently does, the Alliance intends to reduce Luxury Goods tax and/or Corporation tax to whatever levels are sustainable when we see the surplus which the above create.
