In order to take RP more inclusive the following law shall be repealed http://classic.particracy.net/viewbill.php?billid=626555 and shall be repleaced by a New Normal RP Law "The Boot of the Nobility"

As per Valrzian law, noble titles "These titles of nobility confer only titles and certain minor rights, but no political powers, and are not hereditary." One os these minor right shall be fleshed out below.

Right 1. All noble titles bestowed by the President of Valruzia confer upon the recipient the right to strike with his boot any member of the Sejm without retaliation, civil or criminal repercussions. The striking of the member by the boot must be done on the posterior and must be done with a regulation leather shoe or boot (no steel toe caps please).

Members selected for the booting must present themselves outside the Sejm chamber. No padding or cushioning device may be worn.

This follows the ancient Valruzian practice of booting out deal breakers, knaves or unwanted tribal members.

This Law shall be backdated to cover all honours bestowed after January 4773 in the New Year's Honours List.

This is a constitutional law - hence a special majority is required, which is nonexistent, therefore invalid.

MessageOOC: Members of the Sejm are not members of the nobility nor the President. This RP includes actions made against "members of the Sejm" - members of the constitutional parliamentary body of the Republic of Valruzia - therefore it is a constitutional RP law.

More to that it includes interactions between members of the executive and legislature - Right 1. The President is mentioned in the RP Law because the game law currently states that 'Titles of nobility may be granted only by the Head of State.'
This Law is itself a normal law.

Further, not all laws regarding members of the legislative body are constitutional. Parliamentary privilege, the law protecting members of the Sejm from prosecution, is a normal law.

I will have a independent review of the law however, in the interests of fairness.

MessageOOC: This law, however, includes corporal punishment and use of force against members of the Sejm (a constitutional body) which are elected in general elections - therefore the law like this ( You want me to moderate my language - OK ) which has less quality than horse manure - should be enacted by 2/3 majority of all players. If You want this law to be applied only to members of Your party - feel free to do it. But malicious actions like this "Members of Solidarna Walruzja ⚫, Prebudzenie Narodowe 🔴 , and Chranovius Party shall be exempt from this law." are just proof that your actions are deliberately provoking me. IC and OOC are two different things.

On the corporal punishment issue. If parliamentary privilege is a normal law (this can exempt members of the Sejm from prosecution), why would the same law for members of the nobility be constitutional?

MessageOOC: As I said - If You want this law to be applicable only to members of your party. Feel free to proceed with that. But if you wish me to respect it as binding RP law it should be supported by 2/3 majority. As long as it does not have that kind of support I will just treat it like defeated law and I will include it in my RP (as defeated and failed).
