Description[?]:

A white paper to discuss constitutional changes.

First on the agenda is a proposed change of the name of our empire to 'Sacrum Luthori Imperium'.

As suggested previously in my other bill the state 'religion' should be none specific. That way there is no need to disestablish and re-establish different churches when there is a shift in power.
