| The revolution and financial cutbacks by the government installed after revolution have destroyed our military apparatus. Minister Skrtel has come up with a restructuring of our armed forces. The intention would be to: -install the military as police forces; -train the military to defend our national territory; -come up with a vast system of reserve troops, which can be called in case. PLAN SKRTEL 4795-4800 1. Each Republic will establish its own Army and will implement it when and where it desires. A training program, syllabus and a range of minimum standards will be regulated by the government. Each Republic has to meet with these arrangments. 2. Each Army will be subject to the High Military Committee, the highest military command in Lodamun, represented by the Minister of Defence. 3. Each Republic will delegate military personnel to the Union Army. The Union Army is a federal Army which can be implemented anywhere within the borders of our nation. Airforce and Navy are also included in the Union Army. 4. Each Republic will have a military representative and liaison, both having a vote, within the High Military Committee. 5. The Military High Committee is responsable for the formation of Reserve troops. These Reserve troops will be trained within their own Republic. Reserve troops consist of citizens. These citizens shall attend the military at least 21 days a year. They shall receive their pay by their employer, ergo the employer continues the pay of the employee, even during absence for military reasons. If the employee has to attend the military longer than these 21 days, ordered by the High Military Committee, the expenses will be borne by the Ministry of Defence. 6. Reserve troops will be implemented in the Republic's Army and will form a Regiment by region.
