Luscian Law on the People's Assembly

Recognizing that in ancient times legislative power belonged to the assembled People and not to the Senate, this bill shall reconstitute the People's Assembly as the highest legislative authority in the Republic.

Article I. The legislative of Selucia shall be known as Comitia Populi (People's Assembly) and shall be directly elected by the People.

Article II. Members of the People's Assembly shall be known as Quirites (s.g. Quiris).

Article III. The Law on the Princeps Senatus and Dux Oppositionis (http://classic.particracy.net/viewbill.php?billid=585562) is repealed.

Article IV. The People's Assembly can be convened by any of the following magistrates or officers of the Republic: Consuls, Praetors, Aediles, Quaestors (http://classic.particracy.net/viewbill.php?billid=630033), and Tribunes (http://classic.particracy.net/viewbill.php?billid=630037).

Article V. The convening magistrate shall act as the speaker of the People's Assembly, and shall have the power to moderate debate, determine the time allocated for each Quiris wishing to speak on the floor, and discipline Quirites who violate parliamentary procedure.

Article VI. Those defined as having the right of initiative are elected Quirites, the Senate through a senatus consultum (http://classic.particracy.net/viewbill.php?billid=630030), the Consuls, Praetors, Aediles, Quaestors,Tribunes, and Procurators. The latter have the constitutional right to propose legislation but may not vote on the floor. In addition, external organisations, groups or individuals may propose "citizens' initiatives", provided they gather at least 100,000 signatures (OOC: this will allow new parties without seats to introduce laws).

OOC: This is a constitutional RP Law, as governed by Section 6 article 5 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=5&t=8088). This bill establishes the "People's Assembly" as the legislative of Selucia, and calls its members "Quirites" (an archaic word for Roman citizens).

It also establishes that members of the government act as the presiding officers of the legislative.
