Article 2
Section 1 - The first level subdivision will be known as Province(s) and will be governed by a popularly elected Governor. Provinces are unitary in structure and do not possess local legislatures. Provinces will be responsible for matters of provincial importance unless superseded by the central government;

Section 2 - The second level subdivision will be Communities, divided into urban (City or town) and rural (village). These areas will be governed by an elected Mayor and governed by a City Council-type local legislative council.

Urban communities will be classified as a "City" when its population exceeds 500,000 inhabitants. Urban communities less than 500,000 inhabitants but more than 10,000 will be classified as a "Town".

Rural communities that possess over 10,000 inhabitants and are in areas classified by the Ministry of Justice and Territorial Administration as "rural" will be classified as a Village.

Section 3 - The third level subdivision will be a "Settlement" and will be any entity in which the inhabitants are under 10,000. Settlements will be governed by an elected Mayor and may possess a City Council-type local legislative council.
