The Act respecting the Reform of Union Strike Vote Regulations. Article 1) 1.1 This Act may be cited as the Union Strike Vote Reform Act. Article 2) 2.1 If the leadership of a trade union wishes to strike, it must first have a vote where all members may cast a ballot on whether they agree to strike or not. 2.1.1 If the majority of ballots cast agree with the strike, the trade union may proceed with a strike. 2.1.2 If the majority of ballots cast disagree with the strike, the trade union may not proceed with a strike. Article 3) 3.1 The vote must be publically announced and the information about the date of the vote and voting locations must be made public and easily available. 3.2 The union is only allowed to ask for proof of union membership and a piece of ID issued by either a federal or provincial authority before allowing a voter to vote. 3.3 A voter must be able to cast his ballot in private without any interference or intimidation. 3.4 The union must allow the federal government to observe the vote and review the voting procedures to determine if they abide by Article 3.2 and 3.3 of this Act. |

Message | Mr. Speaker, The Worker's League of Hutori puts forwards this Act which addresses one of the tactics used by employers to prevent strikes. If unions are required to have a majority of all members vote to strike then all an employer needs to do to prevent a vote to strike passing is to intimidate enough union members into not voting. Even if the members overwhelmingly support the strike, not enough members will vote therefore the vote to strike will fail since a majority of members did not vote. We have also addressed the possibility of unions holding mock votes where no members can actually vote except a few chosen members to ensure a successful vote. We have done this by mandating unions to make their voting dates and locations public, preventing unions from refusing to allow members to vote based on extremely strict ID requirements, and allowing the federal government to oversee the vote to make sure it is free and fair.
