The Act Respecting the Establishment of the National Electoral Campaign Fund

This Act may be cited as the Campaign Funding Reform Act

Article 1) NECF
1.1 This Act creates the National Electoral Campaign Fund (NECF) which will grant public funding to federal political parties based on the number of electoral districts they have fielded a candidate in.
1.2 A political party will be eligible to receive NECF funding if they fit the following requirements:
1.2.1 The political party registers and is approved by the Federal Elections Commission.
1.2.2 The political party fields more than 5 candidates in different federal electoral districts.
1.3 The amount of NECF funding will be determined by the Federal Elections Commission.
1.4 The NECF funding will be granted at the start of the campaign period.
1.5 The Federal Elections Commission will grant all parties an equal amount of NECF funding per electoral district.

Article 2) Spending and Donation Regulations
2.1 All NECF funding must only be spent on campaign-related expenditures such as posters, ads, merchandise, etc. or on campaing-related work expenditures such as travel, food, supplies, etc.
2.2 NECF funding expenses will be reviewed during the election period on a weekly basis and after the election has taken place by a committee named the Federal Elections Spending and Donations Oversight Committee (FESDOC) comprising of 9 independent judges who will have the authority to request for investigation any additional documents that might be considered important by the committee for the purposes of the investigation.
2.2.1 If the FESDOC believes that a political party has not respected Article 2.1 of this Act, they have the power to fine the political party up to 250,000HLR or, if the fine exceeds the total NECF funding the political party has received or if the FESDOC determines the violation to be severe enough, to ban a political party from running in the current election and to pay back the sum total of NECF funding received.
2.3 Political parties may allocate the NECF funding among the different candidates' campaign as they please.
2.4 Political parties may be allowed to receive up to 1,000HLR in donations per private citizen of Hutori per electoral period.
2.5 Political parties may not take any donations from private corporations and businesses, foreign powers, or foreign citizens.
2.6 The FESDOC will be allowed to investigate any suspicious donations for violations of Articles 2.4 and 2.5 and fine political parties an amount equal to twice the size of the offending donations if they are found to have breached Articles 2.4 and 2.5.

MessageMr Speaker,

While we will support campaign finance reform, we cannot support this bill. We have concerns with this bill as written, and will propose a separate piece of legislation with the following change.

We would like to see funding also go directly to local candidates, with the funding determined by taking riding population, land area and local economic situation into account. Under this system, the NECF would still give funding to federal parties directly, however it would be based on the number of candidates that party fields, and we would also add a threshold much higher than the 5 riding threshold set out in this bill, which we believe to be far too low.
