Description[?]:

This bill will require businesses that wish to sell alcoholic drinks to obtain licenses first. These licenses will be sold for a moderate fee.
The purpose of this is to slightly discourage vendors from carrying alcohol. Secondly and more importantly, it will collect revenue that can be spent in other areas.

MessageProhibition has been proven to fail. People don't trust the government well enough to give in to "Father knows best" policies.

Economic sanctions, on the other hand, give a more concrete reason to avoid the alcohol trade.

MessageSetting up a drinking culture doesn't result from not prohibiting things.
A drinking culture is what you get when you outlaw them. You get a culture that says, "Screw you, Big Brother!" and drinks themselves to death in spite of - or perhaps just TO spite - the laws.

OOC: Youth culture in the US can be accurately described as a drinking culture. Obviously, the approach taken there hasn't worked, and it won't work here.
