| Whereas the Dolgarian Empire depends on the preparedness of its armed forces for defense against foreign aggressors, And whereas the people of Dolgaria, who enjoy the full benefit of life and liberty in our free society, constitute the potential source of said defense, The Imperial Senate authorizes the Ministry of Defense to conscript to a term of service only in times of war those adults who have completed school. |

Current: All adults upon completion of schooling must serve either a term in the military or a lesser paid term of civilian national service, at their option.
Proposed: All adults upon completion of schooling can be required in times of war to serve a term in the military.

| Message | Because people should be property of the State. Bought and sold, used as we deem fit... they're not worthy of deciding upon their own, no sir-ee. To those skeptical about our defenses, I remind you that this nation withstood the simultanious declarations of war by Alduria, Gaduridos and Endralon upon our sovereignty in 2169... with a VOLUNTARY military defense network, the same policy we have today. Those nations backed off due to our military might, so lets also remember the old addage "Quality, not quantity." |
