Bill: Prison Reform

Details

Submitted by[?]: Kundrati Revolutionary Movement

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: January 2036

Description[?]:

Nothing has proven to be nearly as effective at reducing repeat offenses among the prison population as educating prisoners while they are incarcerated. It is time for the Kundrati prison system to reflect this; we must provide for the education of our criminals.

MessageBecause by spending more money on them this time they are incarcerated, we drastically reduce the probability of having to spend money tracking them down, taking them to trail, and locking them up again afer they are released. Education greatly reduces recidivism - which means it winds up costing more to not give prisoners an education.

MessageSo basically what you are trying to say is that a serial killer, child molester or pedophile can be easily “cured” if they graduate college?

MessageSerial killers, child molesters, and pedophiles, probably not. But these make up an insignificant part of the prison population. For the vast majority of prisoners, further education is the key to keeping them out of trouble in the future. This is because further education allows them to obtain a legitimate place in society after they get out, rather than merely reverting to their old destructive ways. Study after study has shown this to be the case. Before we drag out the peer-reviewed sources for the link between prisoner education and reduced recidivism, we would like to know if it will even matter or if you actually oppose educating criminals because prison is supposed to be about punishment and nothing else.

I will answer this with a quote from a book which a think you are familiar with( don’t worry not the bible) Longman Dictionary of English language and culture.

“Prison= a large building( usually owned by the state) where people are kept as a punishment after being found guilty of a crime or while awaiting to be trailed”

The C.F.P. has voted for compulsory education until the age of 18. This will ensure that people have enough education, those who still commit crimes cannot be helped by the government only the Church and God may save them.
By the way, why on earth would you think that if they “graduate from prison” they will integrate in society easier? Who will what to hire a doctor that used to kill before he was in prison? Who will take their children to school knowing that their teacher used to be drug dealer? Who will hire a manager that had the habit of stealing?

MessageWhich doesn't answer our question. Perhaps our question would be better put as something like the following. If we can show you studies that indicate a strong correlation between education in prisons and a decrease in the number of people who get sent back to jail after they get out, would your party consider changing its stance? Or is your party just of the firm opinion that retribution is the only thing that matters - even if it means allowing there to be more crime in society than there would have been otherwise?

MessageIt is the C.F.P.’s strong belief that rehabilitation is better than retribution (although there is NO OFICIAL CONCLUSION on this and there are studies to support both theories) we believe that the government must do all it can to try and save at least one lost soul . But in Kundrati Union education is compulsory until the age 18 if I’m not mistaken. If 8-12 years of education still didn’t teach them that they shouldn’t steal(because we both agree that we are referring to those that did small crimes) what makes you believe that more education will make it so? This bill is within a certain context that is the Kundrati Union, if it were a mere theoretical question we would vote for it. Please do note that the money used on their education can be better used to fight poverty, disease etc.
Ooc: The economy of the game will be implemented sooner or later and we will go bankrupt if we keep this up.
