Article 1.) Chemical & Biological Weapons Section 1.) Any and all Biological or Chemical Weapons will be transferred to the Department of Science & Technology Section 2.) Information related to the Technology, Research, Storage or Location of Biological and Chemical Weapons are considered Classified Top Secret Eyes Only. Section 3.) The Federal Department of Defence is Strictly Prohibited from utilizing Chemical or Biological Weapons Technology is any offensive capacity what so ever. Article 2.) Paramilitaries, Provincial Militias & Private Military Contractors Section 4.) The Ministry of National Defence shall create a Paramilitary Registration Commission to regulate all non-federal government paramilitary forces which include but are not limited Provincial Militias & Private Military Contractors Section 5.) Provincial Governments will be allowed to organize, recruit and retain Provincial Militia units. These units will be considered apart of the Army National Reserve and will fall under Federal Control and Command during Times of War. Section 5.1) Provincial Militias may not exceed the size or strength of existing Reserve units within their province of origin. Section 6.) Private Military Contractors will be restricted to no larger then Battalion strength (1,000) operators at any given time. Section 6.1) Private Military Contractors are expressly prohibited from operating on Hutorian soil, though may perform training, exercises and maneuvers. Section 6.2) Private Military Contractors are expressly prohibited from possessing armoured vehicles, aircraft or seaborne craft without the explicit permission of the Paramilitary Registration Commission. Article 3.) Land Mines Section 7.) The Hutorian Armed Forces stockpile or landmines will be immediately surrendered to the Federal Department of Defence for immediate deactivation and destruction. Section 8.) Hutorian Defence Companies are strictly prohibited from creating, researching or producing land mine or related technology within the Federal Republic of Hutori. Section 9.) The Hutorian Armed Forces may never utilize land mines in combat. Article 4.) Selective Service Act Section 10.) The Selective Service Act is hereby abolished Section 11.) Any and all members of the Hutorian Armed Forces that were drafted under the auspices of the Selective Service Act are to be given an option for an immediate Honourable Discharge from the Hutorian Armed Forces without penalty. |
