This to reform our national education system, presenting some (already regulated) policy points to have this in writing. This Act is to create a more stimulating education system in order to meet the needs of our pupils and older students. Article I - Education is a compulsory activity until the age of 18 Article II - The Education will be divided into 4 grades. Article II (a) - 1st Grade "pre-school education" (between the age of 3 and 6) Article II (b) - 2nd Grade "primary education" (between the age of 6 and 12) Article II (c) - 3rd Grade "secondary education" (between the age of 12 and 18) --- All institutions above are state owned Article II (d) - Higher Vocational Education (state owned)(HVE schools) Article II (e) - National College Institutions (state owned) (NCI schools) Article II (f) - Free College Institutions (private) (FCI schools) Article II (g) - Catholic/Christian University (CU's) Article II (h) - Free University (FU's) Article III - In the 3rd grade, pupils are allowed to choose their own subjects and a major, this to meet their interests in what they want to study or what kind of profession they want to perform later, the department of education will execute studies on a regular basis in order to create/adapt subjects to the needs/requests of our pupils. Article IV - 1st to 3rd schools will cooperate with local cultural, social & sport institutions to establish a integrated 'working', this to stimulate the pupils interest for culture, sports and social skills. School institutions will have their own sports team, cultural activities (drama, acting school, music, dance, ...) All this activities will be linked to several subjects during school time but are not voluntary, however, pupils will be stimulated to participate. Article V - Tuition will be fully payed by the government for 1st, 2nd and 3rd grade, after that the students have to apply for a scholarship program, this kind of program will be granted to students with special skills or great 3rd grade performances. This regulation is to stimulate pupils. Article VI - On special occasions, our Nation and its flag will be honored. |

Message | We can not support this proposal as it stands, although it has been eloquently though out. Article 2 would end public colleges. Article 3 would hurt low-income students in pursuing an education. Article 7 would represent government interference in a completely unessential service. |
