BACKGROUND A previous party, Aontacht (http://classic.particracy.net/viewparty.php?partyid=41611), that governed Kirlawa as a single party between 4858-4864 introduced legislation to prioritise the Kilani ((or Cileanoi) language over the Luthori language (see news article here http://forum.particracy.net/viewtopic.php?f=17&t=54&start=100#p167270). The only actual legislation passed at the time was the Coiarlabha Nua Law passed in August 4859 (http://classic.particracy.net/viewbill.php?billid=636364) which amended many names from a dual Luthori-Kilani to just Kilani terms. While education amendments were not specified in the latter legislation, the National Party feels that it is important to take this opportunity to reaffirm an official policy of bilingualism, with Luthori and Kilani as Official Languages. Draddwyr and Caldorian are recognised as Protected Languages and will be afforded special cultural and education status in areas where either language is widely spoken. PROPOSAL CONSTITUTION Official state positions outlined in the constitution shall have an Luthori and Kilani version. EDUCATION - Luthori and Kilani (or Cileanoi) are both recognised as Official Languages. These languages must be taught as the primary and secondary language in all schools (with some exemptions for Protected Languages). The primary language is considered the medium of instruction, secondary languages will be taught for at least a few hours each week. Schools will be free to choose which language is taught as the medium of instruction. - Draddwyr and Caldorian are afforded recognition as Protected Languages. In certain areas of Kirlawa where Draddwyr and Caldorian are widely spoken these languages can be taught as the official medium of instruction, should a school choose to do so. Luthori and Kilani are to be taught as secondary and tertiary languages. - Immigrant or immigrant descended communities speak Istalian, Kunikatan and Danskhed. No special protections but can be taught as tertiary languages in private schools so long as Luthori and Kilani are taught as either the primary or secondary language.. |

Message | We support this proposal officially designating Luthori alongside Kilani in official functionality and upholding the integrity of the existence of Draddwyr and Caldorian. We of the PCN - PJP support the acknowledgement that Luthori is the majority language of the population and thus impractical and unrepresentative to only have official titles and names in Kilani. In a sign of acknowledgement of this observation, we are officially changing our party's name from An Páirtí Ceartas na Ndaoine to An Páirtî Ceartas na Ndaoine - the People's Justice Party. |
