An act to prevent production and consumption of goods produced by children under 18.

The Demokratische Reformbewegung,

(a) Acknowledging that labor in some industries may decrease drastically children's well-being;
(b) Recognizing the lack of morality involved in such employment, in regard to children under 18 years of age;
(c) Recognizing that it will be in the interest of the people to reduce the number of children under 18 who are in work in manufacturing industries in order to reduce adult unemployment and increasing children's level of education;
(d) Deciding that the State should take up measures to prevent such employment.

Hereby declares the following:

MessageSection I: Definitions
- Child labor refers to the participation of minors in activities with an economic purpose and more or less closely resembling the exercise of a profession by an adult that deprives children of their childhood, interferes with their ability to attend regular school, and is mentally, physically, socially or morally harmful.
- Effective education refers to the process, often goal-oriented, by which a person, through systematic teaching and training, develops and acquires knowledge, education and skills. This teaching is done following the biological, psychological and moral needs and capacities of the students.

Section II: Legislation
Article I.
All forms of child labor as defined above are banned from the State's territory.

Article II.
The State is to provide effective education to children under 18 years of age and for children with special needs. The Ministry of Education and Culture is to provide the necessary training for teachers to be trained as effective teachers. The Ministry of Health and Social Services shall supervise effective assistance for children and take measures to ensure these persons are taken care of in respect of health, safety and the conditions under which they are being provided for, and, in particular, in respect of adequate housing and food.

Article III.
To prevent and eradicate child labor, and to ensure effective education of children, and to meet the material and cultural needs of children who are forced to work, the State is to:
- Implement a national program for the prevention of child labor;
- Obtain adequate financial resources;
- Take measures to raise awareness and obtain solidarity among the children who are forced to work in order to achieve the objectives of the national program for the prevention of child labor;
- Prepare educational plans and develop education programs for children, for parents and children;
- Support parents who are forced to work to take care of children by organizing support groups for them;
- Provide appropriate legal and financial assistance to citizens concerned by the following law.

Article IV.
The following law shall come into force from the 1st day of February, 4882. This law may be amended in accordance with the provisions of the Constitution and the provisions of this law.

While we disagree with certain characterizations of "child labor" in Dorvik by party clearly not interested in the Kingdom, we will support a measure to end Child Labor.
