When we, the government, capture a international suspect, we should not return them back to the country of orgin if they cruelly treat their prisoners. We should strive to be a civilized country that thinks not only of us, but of others too. |

Current: The law bars the government from extraditing anyone who is a citizen of the state.
Proposed: Extradition to nations with capital punishment or with cruel or inhumane treatment of suspects and convicts is not allowed.
