Whereas, a citizen of the Free Republic could be sent for trial in any foreign nation, exempting those with capital punishment. Let it be considered that all Jelbanian citizen's should have the right to trial within their own nation. Henceforth, should this bill pass into law, no citizen of the Free Republic may be extradited to a foreign country, only foreign nationals and illegal aliens residing within Jelbania. |

Old value:: Extradition to nations with capital punishment or with cruel or inhumane treatment of suspects and convicts is not allowed.
Current: The law does not limit the power of the government to pursue extradition treaties.
Proposed: The law bars the government from extraditing anyone who is a citizen of the state.
