MessageWe veto this bill at the present time. We in the Bachelor Party, sitting occupying the office of the Finance Ministry, will determine when the time is appropriate to reduce the essential goods tax. In fact, we have been monitoring this closely since assuming that office 10 years ago. Older, established parties in Zardugal will remember that we initiated the move to reduce essential goods taxes from 10 percent to 3 percent, then when the time was right, from 3 to 2 only recently. We have been closely monitoring the economy, and will introduce the bill to reduce this tax from 2 to 1, once it can be done and maintain a stable, balanced budget, with some comfortable assurance that the surplus will not be required.

We very much appreciate the support of the Frogmarch Party on this. First, we need to know that we have sufficient revenues to fund all the programs we have passed. Second, after the results of the most recent election, we are doubly hesitant to initiate or approve any reductions in taxes, as a hedge against an attempt at a socialist coup, which may threaten our balanced budget.

Third, as Frogmarch pointed out, by mutual consent of all parties in Zardutal, Taxation bills may be sumbitted only by the party occupying the minister of Finance, or with the specific prior approval of that party. We all must vote no on this bill.

MessageWe have only just recently raised the luxury goods tax from 40% to 50%. However, we feel that a tax of greater than 50% on luxury goods would have a very harmful effect upon our economy and economic growth. We feel, therefore, that it is highly unadviseable.

MessageI will stress also. If bills pass requiring additional government spending beyond our present surpluses, as now appears will be the case, it will be necessary to increase this essential goods tax to cover the shortfall.

MessageEven if they were not limited, I would limit it. Consumption taxex on luxury goods of greater than 50% would so severely dampen demand as to do serious damage to the economy at all levels of income. If taxes must be increased to cover additional spending, they will be essential goods taxes.
